For eCheck payments the service charge is capped at $5.00.

你的应该是非美国Paypal账户，入金1美元，扣除0.15的每次入金费用，再扣除2.8%，也即0.03美元（经过四舍五入后），总共扣除0.18美元，不可能多算的。错就错在你用1美元来做测试。
Paypal收费实在太高了，小资金凑合用着还可以。
